make the Campware package repository secure

Description

We should make the Campware package repository secure; not because we care about security, but to make the annoying NOT AUTHENTICATED warnings go away.

For this, we need to:

  • create a public/private key pair for campware.org;
  • sign the Release file with this key;
  • publish the public key to a keyserver;
  • publish the public key’s fingerprint on our web site;
  • tell users how to install the public key.
