Parser crashes when no templates exist/assigned

Description by john:

1. Install clean campsite 2. create_instance, set up virtual server etc. 3. Create a new publication, issue, section and article 4. View DocumentRoot? eg http://campsite.example.com/ with browser 5. You will see 'Connection Refused (111)' and the campsite daemon will restart ADDITIONAL INFORMATION: This crash is caused by the non-existence of templates in the above procedure. There should be some kind of error message or default templates created when a new instance is made, or something like that?
