Description by mugur:
For publications having the URL type 'short names' all articles that are translated in different languages MUST have a corresponding issue/section - in the article language. Otherwise the URI, URIPath statements will not work (they can't generate the URI if the issue and section short names were not set). Create a safety mechanism that translates the issue/section together with the article if the first two were not translated already.

Another way to do this is to simply not allow a user to create an article with a language that doesnt have a cooresponding issue/section with that language. (i.e. Only show a limited subset of languages in the drop down box)
