Move them all language files into one directory using a different file name prefix for each set.
This will keep all the language files in one place. It enables you to swap out a set of translation files on the fly (at run time), without overwriting them. You can just change the file name prefix you are using to use a different set. This way, you can work on a new translation while still using the old one. Its also easier to search through all the language files this way (e.g. on the command line, just use "grep"). The localizer code will become more simple (no more recursive directory searching). It becomes a bit more modular because you can just specify a series of prefixes to load more than one set of language files.
