Description by paul:

We either have to include the required PEAR libraries in our code, or simply document that they are required. The first method is preferred since it guarentees that newer versions of PEAR packages wont break CAMPSITE, but it does have the downside such that if any security vunerabilities are found in a PEAR package that we use, we have to issue a new release.
