If we want to keep the workflow, we should allow the chef editor to move an article from issue without loosing it. There are 2 ways how to do that: 1) Move it to next issue keeping the same section or 2) Remove the article from structure (Use issue 0,section 0... for example) and allow the Chef editor to put these articles to proper issue.
If you would choose 2) which is right in my eyes, than it might be interesting concept to put all new articles automatically to one unsorted heap and let chef editor to pick them up to fill the issue.
