Javascript error in admin interface after upgrade from 2.1.x

Description by michal:
During the upgrade proces from 2.1.6 to 2.3.3 the database is converted, but if some issue name contains apostrophe character (') you will not see the menu bar on the top of admin interface. There will be javascript error with string (ex: 'Reader's response'). Maybe there is the same problem with publication or section name, but i did not test it.
