Implementation: The article will be given publication, issue, and section number zero (0). The "Add Article" main menu item will go to modified "Edit article" screen (the breadcrumbs must be different, scheduled publishing cannot be enabled until the article has these parameters set, when you try to publish the article, you must be allowed to set these parameters). There will be a new screen to assign an article to a publication/issue/section. There must be some way to list the unassigned articles (possibly by reformatting the Home page screen). Documentation required for the new screens. Localization required.

Estimate: 3 days design + 3 days add article + 2 days assign article + 3 days list unassigned articles + 2 days documentation/localization + 1 testing = 14 person-days
