Changing language of an issue should change language of all sections in that issue

Description by paul:
Currently, if you change the language of an issue (in the issue configure screen), the sections keep their old language, resulting in a weird scheme where the issue is in one language while the sections are in another language. There is no way to change the language of the sections, so you basically have to delete the issue and start over.
Possible fixes:
1) Dont allow user to change the language of an issue.
2) When you change the language of an issue, it should automatically change the language of the sections that were in the old language.
