Add ability to add comments to articles, and to display these comments with the template language.

Admin Interface

Ability to choose moderation of comments like thus: For "All Readers" and "Registered Users", allow admin to choose whether to moderate or unmoderate these users on a per publication level. Allow "banning" of users from unmoderated comments
