fix installation of storageAdmin

Description by maroy:
now storageAdmin expects the relative directory structure of it's installation, so that from $prefix/bin/import.sh the PHP script are relative (in ../var/*)
fix the installation so that the script and the location of the script and the PHP scripts it uses can be specified at installation time.

Two new switches added to storageAdmin's configure:
- --with-phppart-dir ... directory with php parts of scripts
- --with-storage-server ... use storageServer in given directory
All relevant files updated (I hope) including main Makefile.in.
