Description by doug:
A surprising number of news organizations (FNR in Russia, for example) use uncompressed .WAV for their content. Partially this is a legacy issue, but LS should add .WAV support to its current .ogg and .mp3 support

Estimate: ~ 4 hours
while this does have gstreamer-side implication, first storing .wav files has to be resolved in the storage server. (maybe it support .wav already....)
