Combine IssuePublish and ArticlePublish tables

Create a new "ScheduledActions" table, consisting of the following:
id  foreign_id_1  foreign_id_2  foreign_id_3  object_type  action_time
action  completed    This will make the scheduled actions generic and
we can add any sort of action to this table.
